Sidebar now properly scrolls (important when there are more total forems), and there is a `+` now. Next step will be adding a survey to accept ideas about the next subforems. Eventually members will be able to spin these up themselves.

102 files changed in this PR, Portuguese i18n files are now integrated into Forem https://github.com/forem/forem/pull/22243 — still some general translation bugs, but making strides!

We'll try to zero out the open pull requests inbox soon to make things more organized and get a fresh start.
